Switch to the latest version Xray e.g. v24.12.31:

Add new Inbound:

Open up port 32609 to the world 0.0.0.0/0 in AWS security group.

Copy inbound QR link:

X-UI - QR

X-UI - QR Link

and paste to Xray Windows client e.g. v2rayN:
