I've seen this popping up across the Internet over the past week. If there's any truth in it, it sounds like what I'd call lazy-IT.
I've yet to learn of an identity management system that can't handle username changes. And at worst, it'd be a manual process to modify all the downstream applications that may not automatically update a username.
A workaround could also be applied, which is to create an email alias for the person. This shouldn't be too much work? This goes to my point of calling this "lazy-IT".
A full name email address should do the trick, except my friend Srini. His email address is 40 characters long - Srinivas.Bangalore-Vaidyanathan-Venkatarangaiah@paradise.com.au :-)
